5th Ward Islamic Human Development Center
Salaam Reentry Founder, as Shifa Foundation’s Rehabilitation Chairperson, had our first transition home in 2010, Shifa House, TDCJ approved facility. It was closed after a year and few residents were moved to Salaam House, another TDCJ approved transition home owned and operated by Turquoise Center. Our founder served as Reentry Coordinator for Salaam House that was closed after operating for a year.
Halal House Project in Houston’s 5th Ward was founder by Joseph Clark and have successfully been serving returning citizens since 2023. He and many Peer Mentors have been serving the ex-incarcerated without any bias to their personal faith. Mr. Clark learned the philosophy and practice of care-giving to the drug and trauma afflicted from the leaders in the larger community that he is still very much part of. Salaam Team learned that you must have the evidence based system in place before you acquire a physical facility.
Our first two efforts in the North and SW Houston suburbs, Shifa House and Salaam House were flop houses. Brother were provided a place to stay, eat and continue to do what they used to do that got them in trouble. Halal House Project has what returning citizens need, disciplined environment under House Manager’s supervision and three weekly classes under the mentorship of two dedicated Peer Mentors. It is Br. Joseph and his community’s sheer devotion to assist residents to successfully transitioned, like many in the 5th Community have.
Halal House’s biggest need is support from Islamic Centers to sponsor new residents for their first three months. They have to clean their inside so they will not go back. Community leaders and Imams must educate themselves the pains and struggles returning citizens have to go through. They have taken Shahadah but staying Muslims will be hard without structured program like Halal House. This will be only possible if Islamic Centers or individual community members sponsor these returning citizens, so Halal House can keep their doors open.
